The Government of Odisha has entered an Odisha OpenAI partnership to train students and state officials in artificial intelligence, support public-sector pilot projects, and expand local language AI use cases, according to announcements made by state authorities and OpenAI India.
What the Odisha OpenAI partnership covers
The Odisha OpenAI partnership brings structured AI learning to colleges across the state. OpenAI will run online programmes focused on applied AI concepts. At the same time, state-level officials will receive hands-on exposure to real use cases.
Training sessions will focus on productivity, responsible adoption, and everyday governance workflows. Officials will learn how AI tools can assist decision-making. Students will gain early exposure to industry-relevant AI skills.
This approach links education with public administration. It also aligns training outcomes with real service needs.
AI tools training for government pilots
As part of the Odisha OpenAI partnership, OpenAI will provide API credits for its core models. These credits will go to the state’s Electronics and Information Technology Department.
The department plans to use them for pilot applications. One early project includes a Government Productivity Co-Pilot built with ChatGPT as its backend. The tool aims to support internal workflows and improve efficiency.
These pilots will test how AI tools training translates into practical outcomes. Feedback from deployments will guide future use.
Statements from officials and OpenAI
Pragya Misra, head of strategy and global affairs at OpenAI India, said the collaboration focuses on accessibility and local relevance. She stated that building AI capability at scale remains central to the initiative.
Manas Panda, special secretary to the Government of Odisha, said the state is expanding digital capacity across education and governance. He added that the partnership supports broader skill development goals.
Both sides highlighted responsible adoption. They stressed practical use over experimentation alone.
Odisha OpenAI partnership fits national AI strategy
The Odisha OpenAI partnership aligns with India’s national AI direction. The state government said the initiative supports the IndiaAI Mission and local digital governance plans.
The collaboration also supports Odia-language AI development. This focus aims to improve accessibility for citizens. It further encourages region-specific public service applications.
The state said future steps will depend on pilot outcomes. No additional timelines were announced.
