Bahrainisation requires private sector employers to maintain a minimum percentage of Bahraini nationals, set by sector and enforced by the Labour Market Regulatory Authority. Bahrain’s approach is more economic than punitive: employers pay a monthly levy on every expatriate work permit, with rates tied to their Bahrainisation ratio, while Tamkeen offers wage subsidies and training support for Bahraini hires. Companies that fall short face restrictions on new work permits. Bahrainisation is also written Bahrainization.
Private sector employment is governed by Labour Law No. 36 of 2012, administered by the LMRA alongside the Ministry of Labour. Compliance has moved fully digital. The Enhanced Wage Protection System became mandatory for all private sector employers in February 2026, and under Edict No. 109 of 2023 the Social Insurance Organisation has collected end-of-service indemnity contributions for expatriate employees monthly since March 2024, replacing the previous system of employer book reserves.
