Counterpoint Research ranks the UAE’s Falcon H1 as the world’s leading sovereign AI model, with the Middle East emerging as the most advanced regional ecosystem
The UAE has secured the top position in the world’s first Sovereign AI LLM Index, with Falcon H1 ranking as the leading government-backed large language model (LLM). According to Counterpoint Research, the Middle East is now the world’s most mature region for sovereign AI development during the first half of 2026.

Developed by Abu Dhabi’s Technology Innovation Institute (TII), Falcon H1 achieved the highest score across four key pillars. These include government-led ownership, foundational model development, native language capability and large-scale public deployment.
The findings place the UAE ahead of established AI markets such as India, South Korea, Japan, France, Switzerland and Russia.
Middle East dominates sovereign AI rankings
Counterpoint Research evaluated more than 170 active AI models across over 80 countries. The study measured ecosystem maturity based on model ownership, foundational development, local language capability and real-world deployment.
The report identified four Middle Eastern models at the forefront of sovereign AI development:
- Falcon H1 (UAE)
- ALLaM (Saudi Arabia)
- Jais 2 (UAE)
- K2 Think V2
These models stand out because governments own or actively support them. Moreover, they offer comprehensive Arabic language capabilities and support deployment across public services.
Counterpoint also highlighted Falcon H1’s integration into the UAE’s TAMM super app. This large-scale citizen deployment distinguishes the UAE’s approach from countries that have focused mainly on research.
Sovereign AI becomes a national priority
According to Counterpoint Research, sovereign AI is rapidly becoming a strategic national capability rather than a technology initiative.
The report noted that recent restrictions affecting foreign AI models demonstrate the growing risks of depending on externally developed systems. As a result, governments are investing in domestic AI infrastructure, foundational models and national deployment strategies.
Counterpoint added that true sovereign AI requires more than building advanced models. It also depends on government ownership, secure infrastructure and widespread public adoption.
Global competition continues to intensify
Although the Middle East leads the latest rankings, several countries are rapidly expanding their sovereign AI capabilities.
Russia’s GigaChat 3.1 Ultra, developed by Sber AI, emerged as Falcon H1’s closest competitor because of its vertically integrated development approach.
Meanwhile, India’s Sarvam 105B, created under the IndiaAI Mission, supports 22 Indian languages and powers the Indus application.
South Korea has also committed long-term investment to sovereign AI development. The country now accounts for 17% of the world’s foundational LLMs, the highest share globally. Japan follows with 11%, supported by the government’s GENIAC programme.
The report further revealed that 56% of sovereign AI models worldwide remain adaptations of existing open-source models. However, countries increasingly aim to develop original foundational models to reduce dependence on foreign technologies.
Falcon H1 expands Arabic AI capabilities
Technology Innovation Institute introduced Falcon H1 Arabic in January 2026 using a hybrid Mamba-Transformer architecture. The design marked a significant shift from the transformer-only architecture used in previous Falcon models.
TII released three versions ranging from 3 billion to 34 billion parameters. According to the institute, the largest model outperformed larger competitors, including Meta’s Llama 3.3 70B and Alibaba Cloud’s Qwen2.5 72B, on the Open Arabic LLM Leaderboard.
In addition, Falcon H1 supports context windows of up to 256,000 tokens. This capability enables organisations to process lengthy legal contracts, medical records and enterprise documents while maintaining context throughout the conversation.
Regional sovereign AI ecosystem continues to grow
The report also highlighted continued investment across the Middle East.
Qatar plans to launch Fanar 3.0 in December 2026. Iraq is developing a government-led sovereign LLM, while Oman continues expanding its national AI model, Mu’een. Meanwhile, Kuwait, Jordan and Bahrain remain in the strategic planning phase.
As governments accelerate AI investments, the Middle East appears well positioned to shape the next phase of sovereign artificial intelligence.
