Dubai attracted a record number of foreign direct investment (FDI) projects in 2025, creating nearly 39,000 jobs and reinforcing its position as one of the world’s leading investment destinations.

According to data from the Financial Times’ fDi Markets database, the emirate secured 1,253 greenfield FDI projects during the year. As a result, Dubai retained its position as the world’s top destination for greenfield investment projects for the fifth consecutive year.

The projects generated 38,918 new jobs, marking an 18.8% increase compared with 2024. The figures highlight the growing role of foreign investment in supporting employment and economic growth across the emirate.

Greenfield investments bring fresh capital and employment opportunities

Greenfield investments involve companies establishing new operations rather than acquiring existing businesses. Consequently, these projects often generate fresh capital expenditure, business activity, and employment opportunities.

In 2025, capital inflows linked to greenfield projects reached AED32.4 billion. The strong inflow reflects continued confidence among international companies seeking to establish regional headquarters, manufacturing facilities, technology hubs, and innovation centres in Dubai.

Moreover, the projects support the UAE’s broader strategy to accelerate economic diversification and strengthen private-sector growth.

Dubai accounts for 7% of the global greenfield FDI projects

Dubai accounted for approximately 7% of all greenfield FDI projects announced globally during 2025. Therefore, the emirate further strengthened its reputation as a preferred destination for international investors.

Commenting on the achievement, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of The Executive Council of Dubai, said the ranking reflects Dubai’s long-term economic vision and rising global competitiveness.

He also noted that Dubai secured leading positions in strategic sectors such as manufacturing and artificial intelligence. Both sectors continue to attract significant investment and generate high-value jobs.

Rising investment fuels demand for skilled talent

The increase in foreign investment is creating strong demand for skilled professionals across multiple industries.

Large-scale projects require expertise in engineering, technology, operations, project management, finance, and professional services. As multinational companies expand their regional presence, workforce demand is expected to remain robust.

Furthermore, Dubai continues to position itself as a global destination for both investment and talent. This strategy supports the emirate’s ambition to attract highly skilled professionals in emerging industries.

FDI momentum strengthens Dubai’s economic diversification strategy

Dubai’s record performance in 2025 reflects ongoing efforts to build a diversified and innovation-driven economy.

Policymakers view foreign investment as a key driver of knowledge transfer, productivity growth, innovation, and job creation. Consequently, greenfield projects have become an important pillar of long-term economic development.

With global companies continuing to expand their footprint in the emirate, Dubai is expected to remain a leading gateway for international business and investment in the years ahead.
