According to a Times of Oman report published on August 2026, the Ministry of Labour adopted the Oman labour market roadmap at the conclusion of Labour Forum 2026. The roadmap aims to strengthen governance, improve labour legislation and support employment and economic diversification in line with Oman Vision 2040.

Governance strengthens Labour Reforms Nationwide

The Oman labour market roadmap was adopted following the labour market laboratories held during the third edition of Labour Forum 2026 under the patronage of Dr. Mahad Said Ba’Owain, Minister of Labour.

The laboratories reviewed labour market policies, governance and legislation. Participants also examined ways to improve regulations and create a more efficient labour market system.

The roadmap supports institutional coordination while helping modernise labour market policies.

Oman Labour Market Roadmap supports new sectors

The roadmap highlights the arts, entertainment and recreation sector as an area with strong investment and employment potential.

The minister said the sector can contribute to economic diversification and increase value-added activities. He also noted that stronger legislative and regulatory frameworks will improve competitiveness and support commercial and investment activities.

Discussions also covered digital media, event management, artistic production, content creation and entertainment technology.

Recommendations focus on investment and skills

The labour market laboratories developed recommendations based on policy analysis, identified priorities and measurable performance indicators. The proposals also assigned responsibilities and implementation timelines.

Participants recommended updating labour legislation, aligning education and training with emerging industries, supporting entrepreneurship and encouraging small and medium enterprises.

The recommendations also promote stronger partnerships between government institutions and the private sector.

Oman Labour Market Roadmap supports vision 2040

The Ministry of Labour said the roadmap will help create a more adaptable labour market while strengthening governance and improving the business environment.

The initiatives also support sustainable growth by encouraging investment, expanding employment opportunities and helping emerging sectors contribute more effectively to the national economy. These efforts continue to support the goals of Oman Vision 2040.
