The Bihar income and jobs target was outlined on Monday when Governor Arif Mohammed Khan addressed the state legislature in Patna, detailing a five-year plan to raise per capita income and expand employment as the budget session opened and policy priorities were formally presented.

What changed under the Bihar income and jobs target

The Bihar income and jobs target forms the core of the state’s “Saat Nischay Part 3” programme.
The plan covers the 2025–2030 period. It aims to double average per capita income and expand job access across sectors.

Governor Arif Mohammed Khan said the first focus area is “Doguna Rozgar Aur Doguni Aay.”
The goal is to increase employment opportunities compared with previous years. The roadmap was presented at the start of the month-long budget session.

Bihar government jobs and employment expansion

Under earlier initiatives, the state set employment benchmarks in 2020.

The government provided jobs to 10 lakh youths during that phase.It also created employment opportunities for another 40 lakh people across sectors.Together, these efforts reached 50 lakh individuals statewide.

Under the new Bihar income and jobs target, authorities plan to double this scale.The state has set a five-year goal to provide jobs and employment to 1 crore youths.

Industrial growth and central support

The governor said industrial areas are planned in all 38 districts.The effort falls under the “Samridh Udyog Sashakt Bihar” initiative.It aims to support manufacturing and local enterprises.

He also cited central assistance announced in recent Union Budgets.

Funding covers roads, tourism, health services, and flood control.Later allocations included a Makhana Board, airport funding, and the West Kosi canal.

Law, order, and service delivery

Khan said governance reforms continue alongside economic goals.Police strength increased to 1.31 lakh personnel over the years.The number of police stations rose from 814 to 1,380 across the state.
These changes aimed to improve response times and coverage.

Emergency services also expanded through the Dial 112 system.About 50 lakh people have used the service for urgent assistance.

The government positioned these measures as part of broader administrative reforms.

Officials said law enforcement capacity and public safety remain linked to development planning.
