Sarvam AI and the Tamil Nadu government signed an MoU in Chennai to develop India’s first full stack Sovereign AI Park. The ₹10,000 crore AI investment aims to keep data, models, and computing infrastructure within state-controlled systems, according to officials.

₹10,000 Crore AI investment framework led by Sarvam AI

The Sovereign AI Park will operate as a dedicated district in Chennai. It will host large-scale computing infrastructure, secure data systems, and AI model research labs. All AI development will remain within Tamil Nadu’s jurisdiction.

Sarvam AI will work with state agencies to design a full stack environment. Data storage, model training, and deployment will take place inside trusted boundaries. Officials said this structure reduces exposure of sensitive public data.

The agreement was exchanged in the presence of Chief Minister MK Stalin and Industries Minister TRB Rajaa. Sarvam AI co-founder Pratyush Kumar also attended the signing.

Impact on jobs and public sector AI

The state expects the project to create around 1,000 high-skilled jobs. These roles will span AI research, infrastructure engineering, and governance-focused technology functions. Most positions will support long-term public sector AI systems.

The park will also host an Institute for AI in Governance. The institute will focus on deploying AI tools for government use while meeting ethical and data security standards. Officials said this setup supports applications across healthcare, agriculture, education, and citizen services.

Sarvam AI will contribute technical expertise across model development and system deployment. The state will oversee regulatory and data governance controls.

Sarvam AI’s role under IndiaAI mission

Sarvam AI previously secured selection under the IndiaAI Mission. The company is building India’s first sovereign large language model using high-performance computing resources. Officials said the model will follow domestic regulatory frameworks.

Reports indicate that the foundational model may debut at the India AI Impact Summit 2026. Training and deployment will take place entirely within India.

The Sovereign AI Park is expected to support this roadmap. It aligns state infrastructure with national AI priorities.

Project outlook for sarvam AI

Officials have not disclosed construction timelines yet. However, they said planning will soon move into the execution phase. Teams will first identify land, design infrastructure, and assess computing capacity needs.

The project will anchor Tamil Nadu’s long-term sovereign AI strategy. It will create a secure, state-controlled environment for AI research and deployment. Over time, the park will support public sector innovation and attract private collaboration.
