UAE residents can report 11 types of labour violations to the Ministry of Human Resources and Emiratisation (MOHRE), including sexual harassment, unpaid end-of-service benefits, excessive overtime and workplace safety breaches.

The ministry’s Community Reporting Service allows members of the public to report violations and non-compliant practices at establishments across the UAE.

MOHRE says the service is designed to strengthen oversight and promote compliance across the labour market.

What labour violations can be reported to MOHRE?

The ministry currently lists 11 types of violations that can be reported through its Community Reporting Service.

These include:

  1. Fake Emiratisation
  2. Forced labour and human trafficking
  3. Non-compliance with Emiratisation requirements
  4. Sexual harassment
  5. Failure to pay end-of-service benefits
  6. Requiring employees to work more than two hours of overtime
  7. Violations of the Occupational Heat Stress Prevention Policy
  8. Non-compliance with labour accommodation standards
  9. Employing an illegal worker
  10. Violations of occupational health and safety requirements
  11. Failure to provide annual leave, leave encashment or carry-forward of leave balances

The list covers a broad range of workplace issues. It includes employee rights, working conditions, Emiratisation requirements and occupational safety.

UAE employees can report sexual harassment and unpaid benefits

Sexual harassment is among the violations that community members can report to MOHRE.

The service also covers failures to pay end-of-service benefits. These payments can form an important part of an employee’s financial settlement when employment ends.

In addition, employees can report cases where employers fail to provide annual leave, leave encashment or the ability to carry forward eligible leave balances.

Overtime and workplace safety also covered

MOHRE’s reporting service includes excessive overtime. Employers can be reported where employees are required to work more than two hours of overtime.

Workplace safety is another key area covered by the service.

Reports can relate to breaches of occupational health and safety requirements. They can also cover violations of the Occupational Heat Stress Prevention Policy.

The ministry also accepts reports concerning labour accommodation standards.

Emiratisation violations can be reported

The Community Reporting Service also covers Emiratisation-related violations.

This includes fake Emiratisation and cases of non-compliance with Emiratisation requirements.

The service further allows community members to report establishments employing illegal workers.

How to report a labour violation in the UAE

MOHRE provides three main channels for its Community Reporting Service:

  • MOHRE call centre: 600590000
  • MOHRE UAE mobile app
  • MOHRE website

The ministry’s public complaints service also allows people to report violations that fall within MOHRE’s areas of responsibility.

The 600590000 contact line is available 24 hours a day, according to the ministry’s information.

MOHRE labour complaints are separate from community reports

The Community Reporting Service should not be confused with the ministry’s labour complaint process.

A separate complaint process applies when there is a dispute between an employer and a worker.

MOHRE states that either party in a private-sector or domestic-worker employment relationship can register a complaint when legal or contractual obligations are breached.

For domestic workers, complaints can be submitted through the MOHRE UAE app, the ministry’s website or the Labour Claims and Advisory Centre.

MOHRE offers labour advice in 22 languages

The Labour Claims and Advisory Centre can be reached on 80084.

According to MOHRE’s Labour Market Observatory, the centre also provides legal consultation and support in 22 languages.

These include Arabic, English, Urdu, Hindi, Persian, Malayalam, Nepali, Tamil, Punjabi, Somali, Bengali, Turkish, Chinese, Russian, French and Swahili, among others.

MOHRE also lists 600590000 as its general telephone and WhatsApp contact number.

More than 17,000 anonymous complaints registered in 2025

MOHRE’s data highlights the use of its labour reporting channels.

More than 17,000 complaints were registered anonymously during 2025, according to data reviewed by the ministry on January 22, 2026.

The ministry also recorded more than 4,000 complaints from citizens reporting unlawful labour-market practices during the year.

More than half of registered worker complaints were submitted through the call centre, according to MOHRE’s Labour Market Observatory.

For UAE employees and employers, the reporting channels provide a formal route for raising concerns about workplace practices and potential labour-law violations.
