Qatar’s Ministry of Education and Higher Education is working to improve teaching standards, strengthen educational guidance and raise student learning outcomes. The effort focuses on developing supervisory skills, promoting innovative teaching methods and providing targeted support to schools.

The priorities were discussed at the fourth Educational Guidance Forum for 2026. The ministry’s Educational Guidance Department organised the event at its permanent headquarters, bringing together education leaders and educational advisers.

The forum reviewed the department’s achievements during the 2025-2026 academic year. It also assessed performance against operational plan indicators and identified areas for further improvement.

Qatar focuses on teacher support and classroom performance

Assistant Undersecretary for Educational Affairs Ibrahim Abdullah Al Mohannadi attended the forum. He highlighted the role of educational advisers in improving teaching quality and helping teachers address classroom challenges.

Al Mohannadi called for stronger educational guidance to support teachers and improve their professional practice. He also stressed the need to promote teaching methods that deliver measurable improvements in student learning.

He noted that education quality extends beyond completing curricula and raising academic scores. Instead, schools must focus on teaching practices that improve learning outcomes.

The emphasis places educational advisers in a supporting role between school leadership, teachers and the ministry’s wider education goals.

Education department adopts continuous improvement model

Acting Director of the Educational Guidance Department Fatima Ahmed Al Rashid said the department was implementing an initiative to develop the educational guidance system.

The initiative follows the Plan-Do-Check-Act (PDCA) methodology, a continuous improvement model used to review processes and improve performance.

The approach involves four stages: planning an intervention, putting it into practice, checking the results and making changes based on the findings.

Applied to educational guidance, the model can help the department assess its work, identify gaps and refine support for schools. However, the ministry’s announcement did not specify implementation timelines or measurable targets for the initiative.

School support and teaching quality remain priorities

The forum also highlighted educational practices that have contributed to improved student learning and stronger educational performance.

The department’s review of its operational indicators provides a basis for identifying effective practices and areas that need further attention. In addition, stronger guidance could help teachers respond more effectively to classroom needs.

For Qatar’s education system, the focus is on linking professional support with better teaching and learning. The next measure of progress will be how effectively the planned improvements translate into stronger classroom practice and student outcomes.
