Kuwaitisation requires private sector employers to meet percentage quotas for hiring Kuwaiti nationals, set by sector through ministerial resolutions and backed by financial penalties. Cabinet Resolution No. 1179 of 2023 sets a separate framework for the recruitment and benefits of Kuwaiti workers on government contracts, excluding oil sector contracts. Kuwaitisation is also written Kuwaitization.

Private sector employment is governed by Labour Law No. 6 of 2010 and enforced by the Public Authority of Manpower alongside the Ministry of Social Affairs and Labour. Enforcement has moved sharply digital: Ministerial Resolution No. 15 of 2025 has required employers to log daily working hours electronically with PAM since 1 November 2025, and unresolved violations can block new work permit applications.
