FedEx and Brookfield held discussions on December 13, 2025, with the Maharashtra government on potential Global Capability Centre (GCC) projects in Mumbai, as Chief Minister Devendra Fadnavis said the proposals could support corporate operations and generate jobs if they move forward.

What changed in FedEx GCC plans

FedEx confirmed its intent to base a Global Capability Centre and related operations near airports in Mumbai and Navi Mumbai. The announcement followed meetings between Maharashtra officials and senior FedEx executives at the Jio Convention Centre in Bandra Kurla Complex.

State officials said discussions focused on logistics-linked operations and shared services. The talks concluded without a signed agreement. Officials described the outcome as positive.

Brookfield’s GCC investment sets the context

Brookfield finalized a six-acre land parcel in Powai for its Global Capability Centre project. The facility will be developed under an agreement between the Mumbai Metropolitan Region Development Authority and a Brookfield-led venture.

Key details disclosed by the state government include:

  • Investment exceeding $1 billion
  • Total employment of 45,000 jobs
  • 15,000 direct and 30,000 indirect roles
  • Completion timeline set for 2029

Brookfield has also signed a 20-year lease with a multinational bank for the project.

Impact on jobs and corporate operations

Global Capability Centres support functions such as information technology, finance, and research and development. These centres allow multinational firms to centralise global processes while accessing skilled talent at lower operational costs.

For Maharashtra, the FedEx Global Capability Centre plan aligns with the state’s broader strategy to position itself as a GCC hub. Officials said logistics, financial services, and technology roles would benefit most from these investments.

How the GCC expansion moves forward

Chief Minister Devendra Fadnavis said the state will soon sign a memorandum of understanding with Brookfield. FedEx’s proposal remains under discussion, with location planning focused on airport-adjacent zones.

Officials said further announcements will follow after internal approvals and site finalisation. No operational timelines for the FedEx Global Capability Centre have been disclosed yet.
