According to the Oman Daily Observer, in its report published on July 24, 2026, Oman digital transformation reached another milestone after the Sultanate recorded a 75% score in the 2025 Government Electronic and Mobile Services (GEMS) Maturity Index. The result reflects continued progress in digital public services, user experience and government innovation.
Oman Government Digital Transformation under vision 2040 advances
The Oman government digital transformation under Vision 2040 programme continued to improve government service delivery during 2025. The latest ESCWA assessment placed Oman at 75%, up from 72% in 2024, demonstrating progress across digital government services.
The Government Electronic and Mobile Services Maturity Index measures service availability, service usage, user satisfaction and public outreach. During the latest assessment, ESCWA evaluated 27 government institutions and 93 digital services covering sectors including health, labour, education, transport, justice, finance and tourism.
Digital services record higher performance across key indicators
The Oman digital transformation programme achieved stronger results across several performance indicators. Public outreach increased from 76% in 2024 to 86% in 2025, while service availability and sophistication improved from 80% to 81%. Service usage and user satisfaction also rose from 63% to 65%.
Government digital infrastructure continued to perform strongly. Oman recorded 96% for digital content supporting services, 96% for service uptime and 96% for the environment supporting emerging technologies. The country also achieved 91% for integration among government entities and 89% for digital identity access.
User experience and Open data show continued improvement
The Oman digital transformation journey also delivered better user engagement. User satisfaction across the electronic portal increased to 90% in 2025 from 89% a year earlier. Response to support requests reached 98%, while ease of using digital services scored 93%.
Open data indicators also improved during the assessment period. Open data availability increased from 80% to 89%, while open data formats rose from 77% to 97%. The quality score for open data reached 91%, supporting greater transparency and data accessibility.
Oman Digital Transformation supports innovation and service quality
Dr Ali bin Amer al Shaithani, Under-Secretary of the Ministry of Transport, Communications and Information Technology and Chairman of the Technical Committee for the National Digital Transformation Programme, said the latest results reflect effective cooperation among government institutions and a clear national vision for digital services.
He added that continued improvements in accessibility, user experience and modern technology support the goals of Oman Vision 2040. He also acknowledged ESCWA’s contribution to digital government development and encouraged government entities to continue strengthening innovation, integration and service quality across the public sector.
