Khatib & Alami has appointed Billy Hughes as Head of its Dubai Geography Business Unit, reinforcing its leadership bench in one of the region’s most competitive infrastructure markets.
Hughes brings more than three decades of experience within the firm. Over the years, he has worked across planning, design, and delivery of large-scale infrastructure and building projects across the Middle East.
Three Decades of Infrastructure Expertise Across the Region
Throughout his career, Hughes has contributed to several high-impact projects. These include the Duqm Port development in Oman, one of the region’s largest port and industrial zone projects. He also worked on Qatar’s Local Roads and Drainage Program and the Mall of Saudi in Riyadh.
More recently, he led the company’s work at NEOM. There, he oversaw major infrastructure delivery across roads, drainage, and geotechnical engineering. As a result, he gained deep exposure to complex, large-scale urban development environments.
New Role Focuses on Growth, Delivery, and Client Strategy
In his new role, Hughes will lead business development, strengthen client relationships, and oversee project delivery in Dubai. He will also manage day-to-day operations across the company’s expanding portfolio in the emirate.
Currently, K&A is involved in a mix of real estate and infrastructure projects. These range from developments like the Bvlgari Lighthouse in Business Bay to critical transport and water infrastructure. Recently, the firm completed the Hessa Street Improvement project for Dubai’s Roads and Transport Authority.
Leadership Signals Confidence in Dubai Market Expansion
Dr. Najib Khatib, Chairman and CEO of Khatib & Alami, said Hughes has consistently delivered in complex environments where speed and quality must go hand in hand. He added that Dubai remains a key growth market for the firm.
Hughes, in turn, highlighted the importance of his long tenure at the company. He noted that his experience across hundreds of projects positions him well to lead the Dubai business. He also emphasized that Dubai continues to rank among the world’s leading engineering markets.
Dubai Remains a Strategic Hub for Khatib & Alami
Khatib & Alami has operated in Dubai since 1970. Today, the firm employs more than 500 professionals across over 130 active projects in the emirate.
Over the past five decades, the company has delivered infrastructure, transport systems, and water networks that continue to support Dubai’s urban growth. Consequently, the emirate remains one of K&A’s most important long-term markets.
