According to Arab Times Online, Kuwait’s Public Authority for Manpower clarified the rules governing Kuwait annual leave rights, stating that private sector employees are entitled to 30 working days of paid annual leave after completing six months of service, while employers retain scheduling rights under Articles 70–72 of the Labour Law. The guidance was published on July 2026.

The Public Authority for Manpower (PAM) issued the guidance as part of its “Know Your Rights” campaign to help employers and employees understand annual leave provisions under Kuwait’s Labour Law. The authority said paid annual leave is a legal entitlement that protects both workers and businesses through clear workplace rules.
PAM explained that private sector employees qualify for at least 30 working days of paid annual leave after completing the required service period. However, Article 70 states that employees cannot claim annual leave during their first year of employment until they complete at least six months with the same employer.
Annual leave rules balance employer and employee needs
The Labour Law also explains how employers should manage annual leave in the workplace. Under Article 72 of the Labour Law, employers may determine the timing of annual leave according to operational requirements. They may also divide an employee’s leave period, provided the employee agrees and the arrangement complies with the law.
The authority noted that these provisions help maintain a balance between workplace operations and employee welfare. Clear scheduling rules also provide certainty for both employers and workers when planning leave throughout the year.
Labour law sets annual leave payment rules
PAM reminded employers that employees must receive their annual leave payment before their leave begins, as required under Article 71 of the Labour Law. The authority urged businesses to comply with this requirement while ensuring workers receive their legal benefits on time.
The advisory also encouraged employees to understand their rights and responsibilities before requesting annual leave. According to PAM, awareness of Labour Law provisions supports smoother workplace practices and reduces misunderstandings.
