Keolis Group has appointed Youenn Dupuis to lead its rail operations in the United Arab Emirates. The company confirmed the decision as preparations continue for the national passenger rail launch led by Etihad Rail.
Dupuis will now lead daily rail operations across the UAE. He will manage safety systems, staffing, and service performance. At the same time, he will prepare the network for commercial passenger service.
Keolis secured the contract to operate and maintain the passenger trains. As a result, the company is building its local leadership structure ahead of launch.
What Changed in UAE Rail Leadership
The appointment strengthens Keolis’ management presence in the UAE. Previously, freight services formed the core of the national railway. Now, passenger operations are moving into the final preparation stage.
Etihad Rail already runs freight trains across key industrial and logistics routes. However, the passenger network will expand the system beyond cargo transport.
Impact on UAE Passenger Rail Rollout
The new structure places operational control under a UAE-based executive. Therefore, coordination between teams, regulators, and infrastructure units can move faster.
Passenger trains will connect major cities through scheduled intercity services. Before launch, teams must complete safety certification, staff training, and system testing.
Authorities have not announced the official launch date. Meanwhile, operational preparations continue across the national rail corridor.
