Qatar’s Ministry of Labour has launched the first phase of the Moawen Platform for Domestic Worker Recruitment. The platform brings employers and approved recruitment agencies into one digital system for domestic worker recruitment.
The Ministry said Moawen aims to improve transparency, efficiency and oversight across the recruitment process. It also seeks to protect the rights and obligations of all parties and combat fraud.
Moawen brings domestic worker recruitment into one platform
The Ministry of Labour developed Moawen in collaboration with Google. The platform manages the recruitment process from the initial application until the worker takes up employment.
As a result, employers and recruitment agencies can manage key recruitment stages through one digital environment. The system also gives the Ministry access to relevant data and procedures in real time.
Hamad Faraj Dalmouk, Assistant Undersecretary for Migrant Labour Affairs at the Ministry of Labour, said the first phase strengthens the regulation of domestic worker recruitment.
He said the platform supports the Ministry’s efforts to develop digital infrastructure aligned with Qatar’s Third National Development Strategy and National Workforce Development Strategy 2024 to 2030.
Qatar platform gives employers more recruitment options
Employers can access Moawen after obtaining the required approvals from the Ministry of Interior. The platform provides three recruitment options.
An employer can recruit a domestic worker they already know. Alternatively, the employer can request offers from selected Recruitment Agencies or browse offers from all approved Recruitment Agencies.
The platform also includes a smart rating system based on employers’ experiences. This gives users performance indicators for Recruitment Agencies when comparing available offers.
The Ministry said the ratings can help agencies improve service quality. They also give the Ministry greater visibility into agency performance and compliance with regulations.
Moawen adds oversight to recruitment contracts
Moawen covers the recruitment journey from the contract between an employer and a Recruitment Agency to the worker’s arrival.
The process then continues through the signing of the official employment contract. The Ministry can use real time information to monitor procedures and support data based decision making.
The platform also sets out requirements for contracts and obligations. In addition, it provides channels for enquiries and complaints.
These features are designed to create clearer contractual relationships between employers, recruitment agencies and domestic workers.
Future phases will give workers direct platform access
The first phase does not yet provide the full set of planned worker services. Future phases will allow domestic workers to log in and view contract details and employment terms.
The Ministry also plans to add a knowledge base with frequently asked questions. An AI powered chatbot will provide further support to workers in understanding their rights and obligations.
Moawen also integrates with government systems to verify information and speed up processing. Users can receive real time notifications about application updates.
The platform provides performance indicators for Recruitment Agencies as well. It also supports electronic salary transfers to improve the transparency and speed of processing.
Qatar warns against fake Moawen platforms
The Ministry of Labour said Moawen is its official and only approved digital platform for electronic domestic worker recruitment services.
The Ministry has also warned the public about fraudulent platforms and impersonation attempts. Users have been advised to access domestic worker recruitment services only through official and approved channels.
The Ministry said this approach will help protect users’ rights and improve the security of recruitment procedures.
Moawen is available through the Ministry of Labour’s digital platform. Users can sign in through Qatar’s National Authentication System.
The launch forms part of the Ministry’s wider effort to modernise government services and strengthen labour market governance. It also supports Qatar’s broader digital government transformation objectives under Qatar National Vision 2030.
