GC Elite has appointed Amr Wageeh, Chief Legal Officer and FDI Policy Advisor based in Kuwait, to its Advisory Board. The appointment adds a legal and investment professional with more than two decades of experience across governance, foreign direct investment, business strategy and public policy in the Middle East.

Amr Wageeh brings regional legal and investment expertise
Wageeh has built his career at the intersection of law, investment and policy. GC Elite said his work has involved collaborating with boards, investment authorities and cross border organisations on matters that support economic development, governance and foreign direct investment. His professional focus combines legal expertise with strategic business advisory across the region.
He currently serves as Chief Legal Officer and FDI Policy Advisor, where he advises senior management and boards on legal strategy, governance and regulatory matters linked to foreign direct investment. His responsibilities also include investment agreements, compliance, public policy and economic zone frameworks.
In addition, his profile highlights experience in creating legal certainty for investors and organisations operating in complex regulatory environments. GC Elite noted that this perspective complements the Advisory Board’s role in supporting legal leaders and organisations navigating changing business landscapes.
GC Elite Adds FDI and Governance leadership
Throughout his professional journey, Wageeh has held senior legal leadership positions focused on investment policy and institutional governance. Before his current role, he served within the Kuwait Direct Investment Promotion Authority, where he advised on foreign direct investment, regulatory integrity and strategic initiatives affecting investment policy.
Earlier, he worked as General Counsel and FDI Policy Advisor, supporting government initiatives designed to create a favourable investment environment in Kuwait. His responsibilities included legal research, contract negotiations, stakeholder engagement, governance matters and advising on market access for foreign investors.
His earlier experience also includes roles at the Kuwait Foreign Investment Bureau under the Ministry of Commerce and Industry and Jamal and Jamal Law Firm. Prior to moving into investment law, Wageeh served as an Investigator with Egypt’s Ministry of Justice.
