Qatar has launched the Global Alliance for AI Ethics (GAAIE) at the inaugural United Nations Global Dialogue on AI Governance in Geneva, marking a significant step in the country’s efforts to influence global artificial intelligence policy.

The announcement came during the high-level government session, where H.E. Mohammed bin Ali Al Mannai, Qatar’s Minister of Communications and Information Technology, introduced the new alliance. The initiative is led by Hamad Bin Khalifa University (HBKU) and seeks to build a global platform for ethical AI discussions that reflect diverse cultural values and viewpoints.

The launch strengthens Qatar’s position as an active contributor to international AI governance while supporting broader efforts to create inclusive and interoperable regulatory frameworks.

Alliance to Expand Global Participation in AI Ethics

The Global Alliance for AI Ethics aims to ensure that countries beyond the world’s leading AI producers have a stronger voice in shaping future AI standards and governance.

Rather than focusing only on governments, the alliance encourages participation from universities, policymakers, industry leaders and international organisations. This multi-stakeholder approach is designed to promote balanced discussions on AI ethics and responsible innovation.

HBKU, part of Qatar Foundation, will lead the initiative and facilitate collaboration across regions with different legal systems, cultures and ethical traditions.

Qatar Calls for Inclusive and Interoperable AI Governance

During the announcement, Al Mannai outlined three priorities for international AI governance.

First, he called for narrowing global gaps in computing infrastructure, data access and AI talent. Second, he stressed the importance of improving interoperability between national AI governance frameworks. Finally, he highlighted the need to keep human rights and meaningful human oversight at the centre of AI systems.

“We must close the gaps in computing infrastructure, data and talent, promote interoperability across governance frameworks, and ensure that human rights and human oversight remain central to AI systems,” said H.E. Mohammed bin Ali Al Mannai during the high-level government session.

The UN Global Dialogue on AI Governance brought together governments, international organisations and technology stakeholders to discuss policies that can keep pace with the rapid development of artificial intelligence.

AI Strategy Supports Qatar’s Global Ambitions

The new alliance builds on Qatar’s National AI Strategy and Qatar National Vision 2030, both of which prioritise investment in digital infrastructure, advanced computing and scientific research.

By launching GAAIE, Qatar aims to strengthen international cooperation on AI ethics while positioning itself as a bridge between established AI powers and emerging economies. The initiative also reflects the country’s growing ambition to contribute to global discussions on responsible AI development.
