His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister of the Kingdom of Bahrain, has issued Edict (23) of 2026 appointing Mohammed Al Khaja as Director of the Technical Specifications and Qualification Directorate at the Tender Board.

Mohammed Al Khaja succeeds Louay Al Helou in the role. The appointment takes effect from the date of its issuance and will be published in the Official Gazette.

Mohammed Al Khaja joins Bahrain’s Tender Board leadership

The appointment places Mohammed Al Khaja in a senior leadership position within Bahrain’s Tender Board, one of the country’s key public sector institutions responsible for overseeing public procurement procedures.

According to the edict, the Chairman of the Tender Board will implement its provisions. The appointment reflects an administrative leadership change within the organisation as Bahrain continues to strengthen governance across government entities.

For business and HR leaders, appointments to senior public sector positions help ensure leadership continuity while supporting effective administration and institutional oversight.

Leadership change at the technical directorate

Following the issuance of Edict (23) of 2026, HRH Prince Salman bin Hamad Al Khalifa appointed Mohammed Al Khaja as Director of the Technical Specifications and Qualification Directorate, where he succeeds Louay Al Helou.

As a result, the appointment marks a leadership transition within one of the Tender Board’s key directorates responsible for technical specifications and qualification matters. Furthermore, the decision supports leadership continuity across the organisation.

Bahrain Tender Board leadership appointments

Alongside the Tender Board appointment, HRH Prince Salman also issued Edict (22) of 2026, appointing two directors at the Civil Service Bureau. The decision introduces new leadership across key human resources functions within the bureau.

HRH Prince Salman bin Hamad Al Khalifa appointed Hamad Al Mulla as Director of the Shared Human Resources Services Control Directorate and named Rehab Al Fadhel as Director of the Shared Human Resources Services Operations Directorate. Together, the appointments strengthen the bureau’s leadership team and support the management of shared HR services across government entities.

Furthermore, the President of the Civil Service Bureau will implement the provisions of the edict. The appointments will take effect on the day following their publication in the Official Gazette. Meanwhile, the leadership changes reflect Bahrain’s continued focus on maintaining effective public sector administration and ensuring continuity across key government institutions.

Administrative leadership across Bahrain’s public sector

The latest appointments form part of ongoing leadership decisions across Bahrain’s government institutions.

Senior appointments within public sector organisations support continuity in administration and help ensure that government entities continue carrying out their official responsibilities under established governance frameworks.

The Tender Board remains responsible for managing and supervising public tendering and auction procedures while promoting transparency, procedural compliance and effective procurement practices.

With the issuance of Edict (23) of 2026, Mohammed Al Khaja now assumes leadership of the Technical Specifications and Qualification Directorate at the Tender Board.
