According to Arab Times, “Kuwait introduces new labor transfer rules to protect workers from employer abuse,” published in May 2026, Kuwait labor reforms approved amendments to labor transfer regulations allowing workers to move to another employer under specific conditions before completing one year of service.

Kuwait Labor Reforms strengthen worker protections

The new Kuwait labor reforms give the Public Authority for Manpower (PAM) authority to investigate labor complaints related to work permit transfers and residency procedures. The amendments also allow workers to request an early transfer if employers fail to complete residency or permit requirements.

Officials introduced the changes through Administrative Decision No. 680 of 2026, which amended parts of Administrative Decision No. 842 of 2015. The updated rules took effect immediately after publication in the official gazette Kuwait Alyoum. Authorities said the measures aim to improve labor procedures and strengthen protections linked to employment transfers and residency compliance.

Updated employment transfer regulations support worker mobility

Kuwait introduces new labor transfer rules that define conditions under which workers can transfer before completing the mandatory one-year employment period. PAM can now review complaints submitted by workers facing delays linked to work permits or residency procedures.

The amendments also define a “defaulting employer” as an employer who delays, refuses, or fails to complete legal residency and permit procedures without valid reasons. Employers with suspended or restricted files that block residency processing may also fall under this classification if the worker is not responsible for the delay. The framework also supports quicker administrative reviews connected to labor complaints and transfer applications.

Officials also canceled any previous provisions that conflict with the updated amendments under the new regulations.
