National Central Cooling Company PJSC, known as Tabreed, has appointed Dr Yousif Al Hammadi as Chief Executive Officer in UAE.

The appointment follows his tenure as Tabreed’s Interim CEO, a role he took up in January 2026. Dr Yousif has spent 12 years with the company, after joining in 2014.

Dr Yousif Al Hammadi brings 12 years of Tabreed experience

Dr Yousif has held senior roles across Projects and Business Development during his time at Tabreed.

In 2022, he joined Tabreed’s Executive Management Team as Chief Asset Management Officer. He then became Interim CEO in January 2026.

During his Tabreed career, Dr Yousif worked on several major transactions and growth initiatives. These included the acquisition of the Downtown Dubai district cooling infrastructure and PAL Cooling.

He also worked on the Palm Jebel Ali concession.

Before joining Tabreed, Dr Yousif held leading positions at Mubadala, ADNOC and the Ministry of Interior. His work there covered major strategic and infrastructure initiatives supporting the UAE’s long term development.

Dr Yousif holds a Bachelor of Engineering with Honours and a Master of Business Administration with Distinction. He also holds a Doctorate in Business Administration and Management with Honours.

Tabreed focuses on growth and asset performance

As Chief Executive Officer, Dr Yousif will lead Tabreed as the company builds on its expanded portfolio.

In his appointment statement, Dr Yousif said the company’s recent portfolio expansion had created a stronger platform for growth. He said the priority now was to turn that scale into sustainable commercial value.

That includes maximising opportunities within Tabreed’s existing portfolio. It also involves realising the potential of its strategic investments.

At the same time, Dr Yousif said Tabreed would maintain a disciplined and selective approach to future opportunities.

He also said he would continue to pursue growth where it strengthens the company’s market position, improves returns and creates long term value.

UAE national talent forms part of leadership agenda

Tabreed Chairman Dr Bakheet Al Katheeri said Dr Yousif brings industry expertise, strategic planning experience and asset management knowledge across diverse markets.

Dr Al Katheeri also highlighted Dr Yousif’s institutional knowledge of Tabreed. He said the new CEO had built trusted relationships with investors, partners and other stakeholders.

The chairman linked the appointment to Tabreed’s approach to developing UAE national talent. He said the company was committed to enabling high performing individuals to progress into senior leadership roles.

Dr Al Katheeri added that Dr Yousif’s experience positions him to lead Tabreed through its next phase of growth.

Tabreed operates across five countries

National Central Cooling Company PJSC operates district cooling assets across the UAE and international markets.

As of 30 June 2026, Tabreed had 99 plants in its portfolio. The portfolio included 81 plants in the UAE, six in Saudi Arabia, eight in Oman, one in Bahrain, two in India and one in Egypt.

Tabreed provides district cooling services to developments including Burj Khalifa, Sheikh Zayed Grand Mosque, Louvre Abu Dhabi, Ferrari World and Emirates Towers.

Its portfolio also includes Yas Island, Al Maryah Island, Dubai Mall, Dubai Opera, Dubai Metro, Bahrain Financial Harbor and the Jabal Omar Development in Makkah.

Founded in 1998, Tabreed is listed on the Dubai Financial Market. The company also provides energy efficiency services and invests in research and development and AI technology.

Dr Yousif will now lead the company as Chief Executive Officer, following his progression through several senior roles within Tabreed.
