According to Arab Times, “Detailed Working Hours and Grace Periods During Summer in Kuwait” (May 2026), available at Arab Times, government entities will apply revised attendance systems for both morning and evening shifts during the summer period.

The new framework allows ministries to operate with either fixed or flexible morning schedules. Employees may begin work at 7:00 AM or 8:00 AM under the fixed system. Under the flexible model, workers can clock in at any time between 7:00 AM and 8:00 AM while completing the required six working hours.

Kuwait CSC reduced working hours during summer to six hours per day for all government agencies covered by the updated policy. The arrangement applies throughout June, July, and August. Ministries will continue monitoring attendance through approved administrative systems during the seasonal schedule.

Male and female employees will continue to receive grace periods under the revised rules. Men may use up to 30 minutes for late arrival in the morning. Women may arrive up to 45 minutes late and also receive an extra 15-minute allowance at the end of the workday.

Minister of Justice Nasser Al-Sumait stated through a ministerial decree that the official grace period for morning shifts starts after 8:00 AM. Employees will receive a tardiness record after 8:30 AM if they exceed the approved allowance.

Flexible timings introduced across ministries

Kuwait government working hours under the flexible schedule also include different departure times based on arrival timing. Men who arrive at 7:00 AM without using a grace period may leave at 12:30 PM, while women may leave at 12:15 PM.

Employees who begin work at 8:00 AM may leave at 1:30 PM for men and 1:15 PM for women. Ministries and public departments will apply the system across administrative offices during the summer months. The policy also supports operational continuity while reducing pressure during peak daytime temperatures.

Government agencies may continue using either fixed or flexible attendance models based on internal administrative requirements. Employees must still complete the approved working duration under each schedule.

Evening shift attendance rules continue during summer

The evening shift across government entities will begin at 5:00 PM under the updated system. Male employees may use their 30-minute grace period only at the beginning of the shift.

Female employees will continue to receive a 15-minute grace period at the end of the evening shift. Kuwait government working hours for summer 2026 will remain active until the end of August before ministries review regular schedules for the following administrative period.

The revised attendance rules form part of Kuwait’s seasonal public sector scheduling process, which ministries implement annually during the summer period. Authorities will continue coordinating attendance procedures across departments to maintain workflow and employee services during reduced working hours.
