Kuwait receives over 11,600 expat worker visa transfer requests across several employment sectors, according to official figures released on May 23, 2026. The small businesses sector recorded the largest share with 7,016 applications, representing 60.2 percent of the total requests submitted.

The agricultural sector ranked second with 2,160 requests, accounting for 18.5 percent of all applications. Meanwhile, the industrial sector recorded 1,293 transfer requests, while the livestock sector registered 1,057 applications linked to worker movement between sectors. Officials stated that labor movement trends vary depending on workforce demand and operational requirements across different industries.

Authorities stated that Kuwait labor market rules aim to prevent arbitrary worker transfers and maintain stability across the labor market. Officials also emphasized that applications without employer consent would not receive approval under the current framework.

The fishing sector recorded the lowest number of applications with 128 transfer requests, or 1.1 percent of the total. PAM officials said electronic systems continue processing applications submitted since the decision took effect earlier this year. Authorities also highlighted the importance of maintaining balanced labor distribution across sectors operating under transfer regulations.
