The General Federation of Oman Workers (GFOW) has reminded employers and employees about Oman employee performance requirements under the Labour Law. The guidance, issued in Muscat August, explains the steps employers must follow before ending employment over underperformance and outlines workers’ rights during the process.
Oman Employee Performance rules explained clearly
The Oman employee performance improvement rules require employers to explain any performance concerns in detail before taking further action. Employees must receive a warning that clearly identifies the areas requiring improvement instead of a general statement about poor performance.
The federation also encourages workers to keep copies of warning letters, performance assessments and employment-related correspondence. These records can help employees monitor their progress throughout the improvement period.
Employees receive time to improve before termination
Under Oman Labour Law, employers must give employees an appropriate opportunity to improve their performance. The improvement period cannot be less than six months before an employer proceeds with termination based on underperformance.
During this period, employees should address the identified shortcomings and document the actions they take to improve their work. The federation says this approach supports fair performance management and ensures both parties follow the legal process.

The guidance also explains that employers must notify the Ministry of Labour three months before terminating an employee for performance-related reasons. Simply stating that an employee lacks competence does not satisfy the legal requirements.
Instead, employers must show that they informed the employee about the performance gaps and allowed sufficient time for improvement under the law.
Workers can challenge non compliant decisions
Employees who believe a termination decision does not follow legal procedures may file a complaint with the competent authority within 30 days of receiving the termination notice.
GFOW said the guidance aims to strengthen awareness of workers’ rights while helping employers apply Oman employee performance procedures in line with the Labour Law. The federation noted that following these requirements supports transparent workplace practices and ensures performance-related decisions comply with the legal framework.
