The Federal Authority for Government Human Resources (FAHR) has launched the “HR 2.0 Talent Management” programme, marking a strategic step to modernise public sector human capital and prepare national talent for future demands.

The initiative aligns closely with the UAE’s broader vision of building an agile, innovation-driven government. It also positions human capital as a central driver of institutional growth and competitiveness.

Strategic partnership with PwC to drive HR transformation

FAHR has partnered with PwC to deliver the programme. Through this collaboration, HR leaders will gain practical tools to design and implement integrated workforce strategies.

Moreover, the programme equips participants to align HR practices with national priorities. It also enables them to lead transformation across federal entities while improving coordination and efficiency.

Focus on AI, data-driven decision-making, and workforce evolution

A key highlight of the programme is its emphasis on emerging technologies. It actively promotes the use of artificial intelligence and data analytics in HR decision-making.

In addition, it examines how advanced technologies are reshaping jobs, skills, and workplace structures. As a result, HR leaders can better anticipate change and respond with agile workforce strategies.

Faisal bin Butti Al Muhairi, Director-General of FAHR, noted that the initiative reflects ongoing efforts to build flexible HR systems. He also stressed that modern tools and data insights will play a vital role in enhancing government performance.

First cohort begins with 25 federal HR leaders

The first phase has already commenced, bringing together 25 HR leaders from 25 federal entities. This module focuses on key areas such as:

  • Strategic leadership
  • Talent management
  • Workforce planning
  • Organisational transformation
  • Data-led decision-making

Furthermore, participants will engage in real-world simulations and case studies. This approach ensures that theoretical knowledge translates into practical outcomes.

Multi-phase rollout to expand national HR capabilities

FAHR plans to roll out the programme in multiple phases throughout the year. It will include eight specialised modules covering digital transformation, AI, and advanced analytics.

Importantly, the initiative will expand in scope over time. It aims to involve more government entities and strengthen collaboration across the public sector.

Ultimately, the programme seeks to build a cohesive and competitive government system. By doing so, it reinforces the UAE’s position as a global leader in human capital innovation.
