The Ministry of Human Resources and Emiratisation (MOHRE) has rolled out a detailed regulatory framework to upgrade labour accommodation standards across the UAE. The move aims to improve workers’ quality of life while strengthening compliance among employers.
Under the revised rules, companies must either provide licensed and adequate housing or offer a housing allowance. In addition, the ministry has made free internet access mandatory across worker accommodations, signalling a shift toward digital inclusion and connectivity.
24-hour clinics, recreation zones mandatory for large facilities
Importantly, accommodations housing 1,000 workers or more must operate round-the-clock medical clinics. These facilities must include doctors, nurses, and emergency response systems such as ambulances. Moreover, employers must set up recreational areas and ensure access to financial services within these complexes.
The ministry has also directed accommodation managers to organise social and recreational activities during official holidays. This step aims to support workers’ mental wellbeing and encourage community engagement.
Location, hygiene and safety standards tightened
The new guidelines emphasise strategic location planning. Labour housing must be situated near industrial zones and transport networks. However, it should remain at a safe distance from family residential areas and environmental risks.
At the same time, employers must ensure proper lighting, sanitation, and food preparation areas. They must also provide clean drinking water, pest control systems, and safe gas installations. These measures collectively aim to create a healthier living environment.
Emergency preparedness and healthcare access strengthened
The regulations require employers to establish first-aid rooms, isolation facilities, and clear emergency response plans. Furthermore, authorities have mandated visible emergency signage, evacuation procedures, and fire safety instructions.
Regular evacuation drills are now compulsory. This ensures that workers understand emergency protocols and can respond effectively during crises.
Multilingual communication and worker awareness prioritised
In a significant step, MOHRE has instructed employers to provide written guidance in multiple languages. These documents must clearly outline workers’ rights and responsibilities, occupational health and safety practices, and complaint mechanisms.
Additionally, employers must share contact details of relevant government authorities. This allows workers to seek assistance or report grievances without barriers.
Part of broader labour welfare push
Overall, the new regulations form part of a wider effort by the UAE to enhance worker protection and living standards. By combining healthcare access, safety measures, and digital connectivity, the framework sets a higher benchmark for labour accommodation in the region.
