The Abu Dhabi Government has approved a new human resources law to overhaul public sector employment, taking effect on January 1, 2026. The legislation was issued in Abu Dhabi to modernise recruitment, promotion, and employee benefits, and to align government employment with current workforce practices.

What changed in Abu Dhabi government HR law

The Abu Dhabi Government enacted Human Resources Law No. (08) of 2025 to replace existing employment frameworks. The law introduces merit-based recruitment, promotion, and performance systems across government entities. It also restructures benefits, leave policies, and career progression rules.

The legislation applies to a government workforce exceeding 25,000 employees. It sets uniform standards for hiring, development, and advancement across departments.

How the new system works

Career progression will depend on results and skills instead of tenure. Employees who deliver strong outcomes can move faster through promotion tracks and qualify for performance-based allowances. New graduates who prove their abilities early may complete probation in less time.

The law also updates core HR systems. It introduces structured learning and reskilling programmes. It expands leave categories, including marriage leave, bereavement support, and caregiving flexibility. Special provisions ensure accessibility for People of Determination.

Impact on Abu Dhabi government workforce

The Abu Dhabi Government aims to compete for skilled professionals in fields such as technology, artificial intelligence, policy, and specialised services. New benefits include entrepreneurship leave, which allows employees to pursue business ventures while remaining in government roles.

Flexible work arrangements form part of the framework. These include compressed schedules, optimised working hours, and expanded remote work options. Enhanced parental leave provisions cover extended maternity support and increased paternity leave.

Official statements and clarifications

Ahmed Tamim Hisham Al Kuttab, Chairman of the Department of Government Enablement, said the law modernises human resources practices and links advancement to merit and results. Ibrahim Nassir, Undersecretary of the department, said the framework reflects the need for government employers to compete for talent through career development and work-life balance.

Authorities confirmed that the Department of Government Enablement will manage the rollout. The department will work with public entities to integrate the new systems ahead of the January 2026 start date.
