The Dubai Government Human Resources Department (DGHR) has launched the Human Resources Law Elite initiative, a new programme designed to strengthen applied legal knowledge among Emirati legal professionals working across Dubai Government entities. The initiative aims to improve administrative decision-making, enhance institutional governance, and create greater consistency in the application of human resources legislation.

Developed using a data-driven approach, the initiative draws on insights from DGHR’s Legal Inquiries Portal, which has received more than 2,000 legal enquiries since 2020. By analysing recurring legal questions, the department identified the topics that pose the greatest implementation challenges for government entities. As a result, the programme focuses on practical legal issues rather than theoretical discussions.

The Human Resources Law Elite initiative brings together legal professionals through specialised discussion forums where participants examine real-life case studies, judicial precedents, legal opinions and administrative practices related to the Dubai Government Human Resources Management Law.

These sessions are designed to bridge the gap between legislation and day-to-day implementation. They also encourage collaboration between legal departments and HR functions, helping government entities apply regulations more consistently while strengthening institutional governance.

The first phase of the initiative includes representatives from Dubai Municipality, the Roads and Transport Authority (RTA), the Islamic Affairs and Charitable Activities Department (IACAD), the Dubai Civil Aviation Authority (DCAA), the Community Development Authority (CDA), Dubai Culture and Dubai Customs. DGHR plans to expand participation through a phased rollout across additional government entities.

DGHR reinforces knowledge-driven governance

Commenting on the launch, H.E. Abdullah Ali Bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, said the initiative supports Dubai’s vision of building a government driven by institutional knowledge, effective governance and national talent.

“The Human Resources Law Elite initiative reflects Dubai Government’s vision of building a government that is driven by institutional knowledge, strengthened through effective governance and enabled by national talent. The strength of any institution lies not only in the quality of its legislation, but in the consistency of its application and the knowledge that sustains it.”

He added that the initiative also strengthens collaboration between legal departments and HR teams by creating a specialised platform to exchange expertise, review judicial precedents and discuss practical applications that support the continuous development of Dubai Government’s human resources framework.

According to Dr. Juma Obaid Al Mutawa, Director of the Legal Affairs Office, the initiative provides a practical model for advancing applied legal knowledge across government entities.

“The initiative represents a practical model for strengthening applied legal knowledge across government entities by focusing on specialised discussion forums, real-life applications, judicial precedents and legal opinions related to Dubai Government’s human resources framework.”

He noted that the programme helps bridge legal theory with practical implementation while supporting better administrative decisions and stronger institutional governance.

Supporting long-term institutional knowledge

Beyond knowledge-sharing sessions, the initiative also reviews judicial rulings and legal precedents covering recruitment, promotions, disciplinary measures, policies and administrative procedures. Furthermore, DGHR will document practical experiences and success stories from participating legal professionals to build a sustainable knowledge base that supports future legislative and administrative development across Dubai Government.
